Abstract

The transformation of national leadership development governance has become a strategic issue in responding to geopolitical competition, technological disruption, and the demands of bureaucratic reform. The Government of Indonesia has introduced the National Education Management Agency–Universitas Republik Indonesia (BPPK-URI) as a model for integrating national leadership education encompassing elite schools, higher education, and civil service training. This study aims to analyze the urgency of establishing BPPK-URI from the perspectives of public governance, constitutional law, and national human resource resilience. The study employs a literature review using a descriptive-analytical approach toward regulations, policy documents, and scientific publications related to national leadership development. The findings indicate that the establishment of BPPK-URI has the potential to strengthen the integration of national talent development, harmonize leadership competency standards, and support the strengthening of strategic human resource resilience. However, its implementation faces challenges such as potential overlap of authority with existing institutions, the need for a clear legal foundation, the risk of academic resistance, and demands for public accountability. The study concludes that the effectiveness of BPPK-URI depends on the clarity of institutional design, regulatory harmonization, inclusive academic governance, and the strengthening of the national merit system so that it can become a sustainable leadership development instrument supporting national resilience.
